Welcome

Rusty Griffin, Co-Chairman, called the meeting to order.

A recap of the September 2014 Conference survey results with discussion on improvements.  The majority of surveys received were very positive; however a few attendees did take time and write suggestions on improvement.  Rusty postponed releasing the survey results directly to requesting attendees and speakers,   stating that he would prefer to have a committee review them first and then decide if they should be released.

Presentation

There was no formal presentation because of the short timeframe of the meeting.

Region VI VPP website has additional information, http://www.regionvivpp.org/conference2015/  and the conference will be held at American Bank Convention Centre, Corpus Christi, Texas, May 4 – 7, 2015.

Old Business

Carried over from the October Meeting:

Recommendation put forth by Co-Chair Rusty Griffin to form a Leadership Committee to oversee activities of the Association.  After receiving concerns from having specific titles such as secretary, treasurer, communication officer and renaming of Co-Chairs to Chair and Vice Chair, he agreed to a naming structure to simply include a Chair and Leadership Committee.   Since this would be a significant change to the historical structure of the Association, it was decided to move this matter to the December 2014 meeting so that opposing views and supporting views of this recommendation could be brought before the entire group prior to voting.

A lively discussion followed.  Todd Franks, Siplast, set forth the History of the Association and how it was formed. From the website, he cited http://arkansassharpandvpp.com/history-of-the-sharparvpp-association/  so the association can stay in compliance and true to its roots.  He made additional comments citing various aspects of the Association including:  “No dues collection and each company has ONLY one vote, that all members vote equally”. He presented a list of questions concerning the operations and structure of  the proposed board.

Rusty opened the floor to attendees to comment.  Marc Kelley, Cintas, stated “this is an association of Safety Awareness and creating Environments of Safety as a philosophy in everyday working and living”.  He stressed balance between the current operations and the need for organization and structure.

Clark Thomas, ADOL, stated however the Association determined to be structured, that the Department of Labor was here to support, advise, and facilitate.  Arkansas has always been a leader and role model for other states.  Rusty agreed that regardless of how the Association chose to govern, the reason we are all here is to improve worker safety.

In an attempt to give all members an opportunity to weigh in, it was decided to continue discussion of the creation of a Leadership Committee at the January 16, 2015 meeting to be held at the Arkansas Department of Labor.

New Business

Joel Neisler, Co-Chairman, Zero Mountain, announced his resignation, citing employer related time constraints.  Joel will remain a member and plans to continue participation in the Association.

The 2015 SHARP/VPP Conference will be held at the Holiday Inn Airport, 3201 Bankhead Drive, Little Rock, September 16 and 17. There will be vendors and breakouts, as there were at the 2014 conference.

There are new mandates for OSHA SHARP Certification. The new requirements are based on number of employees.  Only those companies between one (1) and 250 employees may apply for OSHA SHARP certification. Companies with 251or more employees must pursue OSHA VPP status.

Action Items for January Meeting and Arkansas Conference

  • Develop aSave-the-date to email to Association members, to prospective companies, and to have available at Arkansas booth at Region VI SHARP VPPP in May 4-7, 2015.
  • Develop the THEME, TOPICS and SPEAKERS by the March 20 meeting. This will be the Eleventh (11th) Arkansas SHARP VPP Conference.
  • Statistical forms DART and TRC for Sharley Pettit to be distributed and returned to Milana Dennis.

Incident Sharing or Close Calls

  • Contractor – moving scaffolding up 7 floors by rope and pulley system and the lock dislodged and fell.  No one was hurt but in investigating the close call, the contractor used a cheap pulley with no lock. (BASF)
  • Be sure to remind employees that safety isn’t just on the job, that Holiday Decorations at home can result in injury and damage, or worse. (Cameron)
  • Ammonia new hazard labeling is not correct or as good as the old labeling information (Zero Mtn.)
  • Employee caught in cotton press ended in fatality. (Producers Rice) Not his company but one nearby.
  • Anyone doing business with Canada, be prepared to pay extra for the privilege.  (Siplast)
  • Does every one check company history when using a contractor? It pays to go back and research 3 years. If the contractor has no record, verify owner is not operating under multiple names.

Chairman Rusty Griffin called the meeting to order. Rusty asked for introductions of those in attendance as part of his opening remarks.

The meeting covered details regarding the September 11, 2014, Tenth Annual Arkansas SHARP & VPP Conference. The conference will be held at the Holiday Inn Airport Conference Center, 3201 Bankhead Drive, Little Rock.

Rusty encouraged members to volunteer to present training topics at future monthly association meetings. This training can cover a variety of topics approximately 30-45 minutes in length. Todd Franks, Siplast volunteered for the August meeting.

Presentation

The focus of the meeting was finalizing the conference agenda.  A draft of the conference agenda was provided to review, modify and complete. The theme is “CLIMBING THE SAFETY LADDER WITH SHARP AND VPP”.

  • Details regarding other aspects of planning the conference were addressed.
  • Members decided to include a remembrance of the events that occurred on 9/11.
  • There will also be a remembrance of lives lost in Arkansas workplace fatalities.
  • Several members agreed to form a committee to plan the format of the Managers’ Luncheon Meeting.  Those members are:

New Business

The minutes of the June meeting will be reviewed for approval.

The next meeting will be August 15, 2014, at the Arkansas Department of Labor, 10421 West Markham, Little Rock, 72205. The meeting will begin at 10 am and an RSVP is required for security. Please sign in as a visitor to gain admittance to the 2nd Floor Training Room. Visitor registration is located on the North end of the first floor.

Presentation

Bill Davis and Cody Duren, both of Cameron Valves, made a presentation on “Getting Employees Involved With Policy and Safety Procedures”.  The pitfalls of engaging employees (or people) are:

  • Poor communication or lack of communication from management down and employees up;
  • Unequal Action to one, but not another;
  • Delivering bad news; i.e., performance or reprimand for no PPE.
  • Amounts to Leadership both up and down the chain of Safety.

Old Business

  • The minutes of the April meeting were reviewed and not approved and will be revised.
  • Siplast (Denise Whittaker) and Ashland, Inc., (Mike Taylor) will sign the letter of invitation.
  • Siplast will provide paper for Meet and Greet.
  • Vendor Committee is chaired by Denise Whittaker and Melissa Mayer.
  • Letter to Keynote Speaker, Mr. Steve Wilson, to be written by Brent Bennett.

New Business

  • Rusty Griffin to write a Managers Meeting invitation (attached).
  • A sub-committee will meet to set topics and speakers – chaired by Rusty Griffin and Clark Thomas.

Rusty welcomed Director Ricky Belk to say a few words. Mr. Belk commented that the safety conferences across the state were beginning. The first one is Jacksonville on March 27. Carlos Reynolds gave an OSHA update that fatalities are up 60% from last year. They have a site-specific target list.

Presentation

Rusty made a presentation on Active Shooter called “RUN HIDE FIGHT” available from the internet on U-Tube. Cameron developed a preparedness plan for its location in Little Rock. Little Rock Police Department is available to assist.

Develop a Save-the-Date card for use at Arkansas’ booth at the Region VI SHARP VPPP Conference. The Region VI conference will be held May 5-8, 2014 in Little Rock. The Arkansas Department of Labor requested that members volunteer to assist at the booth during the conference.

Quinton Simison announced he would be stepping down as Chairman of the Arkansas Association. Rusty Griffin will be Chairman and Joel Neisler will be the Assistant Chairman. He then introduced Ricky Belk

Mr. Belk thanked Quinton for his service and showed appreciation for Rusty Griffin and Joel Neisler for taking over the duties as the Chairman and Assistant Chairman. Quinton will not be leaving the Association but rather stepping back from his Chairmanship.

Mr. Belk talked about Elevator and Escalator safety and the Labor Department’s responsibility to permit everyone in the state. He challenged the SHARP VPP members to check their own company for permits.

He also said the first of the ADOL sponsored Workers Safety Conferences is scheduled in Jacksonville on March 27 at Jacksonville Parks and Recreation Center. Registrations now accepted online for these conferences as well as mail,  fax and email.

Mr. Belk stated again that it would be his pleasure to visit with each of the companies in the Association and would welcome invitation from any member to speak to community groups like Chambers of Commerce and Rotary Clubs in their communities. Further, he challenged the Association to use the Arkansas SHARP and VPP website for communication and to grow the association by inviting people to our meetings and to join.

Quinton asked for a moment of silence for a valued member of the Arkansas SHARP VPP Association, Mr. Jim Steinmetz of Langston Bag in West Memphis. Mr. Steinmetz passed away recently. A card for the family was passed around for signature.

Presentation

Quinton introduced Joel Neisler who gave brief comments on the American Red Cross in Arkansas and turned the program over to Cassady Watkins, Corporate Health & Safety Consultant. She presented a PowerPoint presentation on their First Aid/CPR/AED for Workplaces and Communities.

The Red Cross is the largest trainer of First Aid/CPR/AED in the country. They train 32,000 people in the country every day.  She is available throughout the state to analyze your site for AED’s. Cassady’s contact information is cassady.watkins@redcross.org or phone 479-879-3775.

Old Business

A motion was made and seconded, that the minutes of the January 17, 2014 meeting be approved. The minutes are now posted to the website: http://arkansassharpandvpp.com/minutes-news/ .  Quinton  asked for a round-table introduction of each member attending and Quinton extended a welcome to newcomers.

Quinton urged members to get their stats up-to-date and prepare to turn in for the Sharley Pettit Award at the SHARP VPP Conference in September.  A theme for the September Conference must be introduced by the March meeting and a save-the-date flyer developed for the SHARP VPP by the March 21 Meeting.

The sub-committee should be working on this.

Arkansas is hosting the Region VI SHARP and VPPP conference May 5-8, 2014 in Little Rock at the State House Convention Center. The Marriott will be the headquarters hotel.  Volunteers needed!

Rusty Griffin volunteered two from his staff and several others would check and volunteer their employees to help man the Arkansas SHARP VPP booth and serve as “Orange Shirts” for Region VI conference. Carlos Reynolds, OSHA Area Director in Little Rock and Clark Thomas (ADOL) are the contacts for volunteering.

Region VI VPP website has additional information, http://www.regionvivpp.org/conference2014/ . The Arkansas Department of Labor will have a booth on behalf of the Association (it is booth #200). Sandra Garner with Evergreen is chairing the Booth Committee working closely with Clark Thomas and Juanita Matlock.

Incident Sharing

  • Contractor – changed disc on power tool but did not unplug it first – sliced fingers  resulting in an OSHA recordable (BASF)
  • Maintenance Contractor observed not using proper PPE (Wise Safety)
  • Maintenance employee got just a little “tingle” by not following safety procedures – he is lucky not to have been electrocuted
  • Dum Dum Suckers or pack of Life Savers as a reward/ reminder to use seat belts on and off the job – (Howell Safety)

Denise Whittaker proposed the Q & A section of the website be restored and Mark Howell volunteered to monitor it daily to respond to questions.  Motion was made, seconded and was approved unanimously.

Quinton asked everyone to introduce themselves. There were some “First Timers” and Quinton welcomed them and encouraged them to become involved.

After reviewing the minutes of the December 5 meeting, the motion was made and seconded that the minutes be approved as written. The minutes of this (January 17, 2014) meeting will be distributed and posted on the website www.ArkansasSHARPandVPP.com. The December 5, 2013 meeting minutes were posted in early January.

Carlos Reynolds gave an OSHA Update. There have been three fatalities since October in Arkansas: two from falls and one electrocution.

Incident Sharing

  • OSHA reported there have been three fatalities in Arkansas since October.
  • Supervisor became sick and had to leave while training an employee. The trainee did not know how to handle a breakdown in equipment which caused at total shut down of the piece of equipment, ceased production and caused $$ in replacement of machinery. Cameron
