Welcome

Quinton Simison called the meeting to order. He asked everyone in the room to introduce themselves and the “First Timers” were recognized. As a new member of the SHARP Association, Chuck Ledbetter of The Scoular Company commented that he was interested and wanted to become more involved.

Old Business

The Minutes from the August 16 Meeting were approved by acclamation. There were no meetings in September (because of SHARP-VPP Conference) or October (because of sequestration furlough) or November 2013. And these minutes will be posted the website http://arkansassharpandvpp.com/minutes-news/

A review of the evaluations from the conference followed with a brief discussion. Most were positive comments with the exception of only a few:

  • Retain door prizes; it encourages attendees to return to the meetings on time but devise a better distribution and drawing system.
  • There was too much thanking and recognition at the welcoming and opening of the ceremony.

New Business

  • Topics for 2014 conference need to be set in a small group setting for maximum effectiveness
  • More sub-committee work needs to happen earlier prior to the conference
  • Dates established for earlier notification to participants are needed. 

Quinton asked for incident sharing.

  • Operator sliced fingers because no gloves – BASF
  • Driving incident – mirrors fogged up and no deicer in vehicle – Cintas
  • Fire because of a smoldering box – Siplast
  • Roller 2- inch pipe burst flooding plant before anyone knew the location of the shut-off valve
  • De-ice parking lots with chemicals – Clark Thomas
  • And check for potholes on company owned parking lots – Carlos Reynolds

2013 Planning Luncheon Minutes

Welcome by Richard Kyzer of Little Rock Wastewater was extended to everyone attending the planning meeting. He gave instructions on emergency exits in case of a fire.

Opening remarks were by Director Ricky Belk, Arkansas Department of Labor. Director Belk recognized his staff and introduced the new consultants that will work with different companies in the surrounding areas.   Director Belk stated that he is available to meet with different civic groups in each area if the opportunity presents itself. He is excited about visiting companies, in person or on the phone, informing them about our services.

Director Belk, informed the group about the different libraries and there locations which are ADOL 10421 West Markham Little Rock, Black River Technical College 2402 North 12th Avenue, Paragould and Northwest Arkansas Community College #1 College Drive, Bentonville, Arkansas. Each location have Dvd’s  and videos for loan.

He further stated that all of the conferences held this year have had a positive impact on our state overall injury/illnesses rates.  Our conferences have trained thousands of individuals. We are looking forward to the 2014 conferences that will be held throughout the state.

Director Belk introduced Bentley Wallace, Vice President of Economic Development Pulaski Technical College.  Mr. Wallace gave an overview of Pulaski Technical College and different locations throughout the state. Mr. Wallace extended an invitation to the group to come out and visit the college. It was discuss that the site located at 13000 Interstate 30 maybe the location for the Little Rock 2014 safety conference.

Carlos Reynolds, Area Director of OSHA/Labor was introduced by Director Belk.  Mr. Reynolds gave an overview of his agency.  He also addressed isocyanate hazards in the workplace. OSHA is initiating National Emphasis Program (NEP) to address high probability of employee exposure to iscoyanates.  The targeted industries in general industry are:

  • Automotive – paints, glues, insulation, sealants and fiber bonding, truck bed lining
  • Casting – foundry cores
  • Building and construction – sealants, glues, insulation material, fillers
  • Electricity and electronics – cable insulation, PUR coated circuit boards
  • Mechanical engineering – insulation material
  • Paints – lacquers
  • Plastics – soft and hard plastics, plastic foam and cellular plastic
  • Printing – inks and lacquers
  • Timber and furniture – adhesives, lacquers, upholstery stuffing and fabrics
  • Textile – synthetic textile fibers
  • Medical care – PUR casts
  • Mining – sealants and insulating materials
  • Food industry – packaging materials and lacquers

In construction the targeted industries include:

  • Painting and paper handling
  • Plastering, drywall, acoustical, and insulation work
  • Floor Laying and other floor work, NEC
  • Glass and glazing work

Mr. Reynolds also stated that OSHA currently has ten (10) Regions, but some are going to be combined.

Clark Thomas, Project Safety Manager at ADOL conducted the rest of the meeting. Mr. Thomas said due to the bad weather that was occurring in the state, he expedited the meeting so people who traveled long distances could leave before the bad weather hit. We set dates, locations and topics for the conferences for 2014 and they are:

It was decided that there will be exhibitors at each conference next year.

Region VI VPPPA Conference will be held in Little Rock on May 5-8, 2014 at the Statehouse Convention Center.

National VPPPA Conference will be held in Nashville Tennessee on August 26-29, 2014.

Arkansas SHARP/VPP Conference will be held on September 11, 2014 at the Holiday Inn, Airport

The next SHARP/VPP meeting will be Friday January 17, 2014 at Arkansas Department of Labor 10421 West Markham, Little Rock.

Welcome
Quinton Simison called the meeting to order. Quinton introduced Ricky Belk, Director of the Arkansas of Labor. Mr. Belk told the group that a proclamation would be signed in the Governor’s Conference proclaiming it SHARP-VPP Day in Arkansas on September 12, 2013. A picture is featured on the Department of Labor’s website.

Minutes of the July Meeting were approved as written by acclamation.

A PowerPoint presentation was given by International Paper in Russellville on LIFE. IP’s program to prevent employees from Distracted Driving and NO TEXTING. The PowerPoint presentation is available at your job site by contacting Thayer McKinnley or Daniel Case at International Paper in Russellville. They encouraged everyone to get a text or hands-free driving.

A brochure from OSHA was given out which is available at www.osha.com brochure number 3416-09R 2012.
The Distracted Driving topic generated discussion about other companies programs. Some insurance companies will not pay if driver is on the cell phone. More workers are killed in vehicle crashes than any other cause.

Old Business:

  • Final conference planning was discussed and any duties assigned as needed.
  • Get registrations into Milana Dennis as soon as possible.

New Business:
• Share the conference registration information with others using Chamber of Commerce website or companies in your area that might be interested and invite them. The registration is available in email or fax form.

Quinton Simison to call the meeting to order. Quinton introduced Ricky Belk, Director of the Arkansas Department of Labor who made a few remarks. Director Belk welcomed the association and ststed his commitment to SHARP. Ed House added that Scoular Company now has a third SHARP facility in Arkansas.

Quinton asked how many first timers in the room; there were three. He asked for a motion of the last meeting and they were approved by acclamation.

He then called on Mike Patton for a presentation on SKILLS USA. A discussion of Skills USA followed. Mike Patton and Ray Winiecki of SKILLS USA gave an overview of the program of OSHA and Industry going into schools to promote safety for potential future employees. For a more in-depth explanation, the website is http://www.skillsusa-arkansas.org/ . At this time there are no SHARP Associations involved in SKILLS USA and should be something we should take in. The dates of the next SKILLS USA Conference/Competition is April 14-16, 2014 at the Austin Hotel in Hot Springs. OSHA and DOL-OSHA vendor fees waived for this conference. Chip McAfee in the incoming director of SKILLS USA.
Ray agreed to forward a list of schools involved in Skills USA to help our organization to get involved.

Old Business

  • Conference planning – the Conference information and invitation is to go out by August and the invitation will be signed by Denise Whittaker and Marc Kelley
  • Facility – Contracts are in place with Holiday Inn Airport. Thirty rooms are set aside at the government rate for $86 plus tax by calling 501-490-1000 and asking for the SHARP/VPP-ADOL group rate.
  • Vendor Committee – There will be no vendors at the Conference.
  • Managers Luncheon – a special session with managers and OSHA representative and the invitation letter will be included in the Conference information.
  • The entire conference registration will be available for electronic mail so members my invite others to attend.
  • Speaker BIOS due to Milana by September 1st.
  • Statistical information will be voted on at the August,16, 2013 meeting.

Quinton welcomed the group and introduced the new Director of Labor, Mr. Rick Belk who gave a brief overview of his background and that the ARDOL would continue to support the SHARP / VPP Association.

A round table introduction of all member present was conducted and everyone was given time to meet and talk with the director.

The meeting resumed with a reviewing the minutes of the February 18 meeting, the motion was made and seconded and the minutes were approved as written. The minutes of this (February 15, 2013) meeting will be distributed and posted on the website www.ArkansasSHARPandVPP.com .

Welcome

Quinton welcomed the group and explained that the new Director of Labor, Mr. Rick Belk was unable to attend. He then  introduced Tommy Short of L’Oreal who presented the program.

After reviewing the minutes of the January 18 meeting, the motion was made and seconded and the minutes were approved as written. The minutes of this (February 15, 2013) meeting will be distributed and posted on the website www.ArkansasSHARPandVPP.com .

Attached to these minutes are copies of the 2013 Workers Safety Conferences and the number of Safety Awards presented since the last meeting.  Some locations have be revised.

 

Old Business

Committees for the 2013 Conference reported. The Venue Committee (Todd Franks) has met with the Holiday Inn Airport, but the date is firm on the hotel’s calendar. We do have a contract ready to be signed.

Denise Whittaker and Lester Allen volunteered to Co-Chair the Vendor Committee.

 

New Business

Tommy Short presented a program comparing VPP versus global accreditation.

L’Oreal offered a plant tour.

Vicki Crosland discussed the Holiday Inn Airport venue where the 2013 SHARP/VPP conference will be held again. Clark Thomas mentioned vendors will be placed in the atrium and the manages luncheon with National OSHA will be held.  Clark discussed the two GHS conferences to be held in Blytheville and Bentonville in February.

Welcome

Quinton welcomed the group and introduced Edward House, Barry Strange and James Salkeld from the Arkansas Department of Labor. The group honored Mr. Salkeld on his years of support and his retirement as of January 18, 2013.

After reviewing the minutes of the December 6 meeting, the motion was made and seconded and the minutes were approved as written. The minutes of this (January 18, 2013) meeting will be distributed and posted on the website www.ArkansasSHARPandVPP.com . The December 6 meeting minutes were posted in early January.

Attached to these minutes are copies of the 2013 Workers Safety Conferences and the number of Safety Awards presented since the last meeting. (The Date of Little Rock Workers Safety Conference was changed to March 5 at Camp Aldersgate.)

 

Old Business

Committees for the 2013 Conference reported. The Venue Committee (Todd Franks) has not met with the Holiday Inn Airport, but the date is firm on the hotel’s calendar. The committee will meet with the hotel on February 1 to discuss details of the conference. Clark Thomas, Milana Dennis and Nita Matlock will attend this meeting.

Denise Whittaker and Lester Allen volunteered to Co-Chair the Vendor Committee.

A discussion followed about supporting Region VI and the by-laws of Arkansas SHARP/VPP.

 

New Business

Mary Walter, OSHA updated the group on Regional and National emphasis areas. OSHA believes in the effectiveness of workplace injury/illness prevention programs. OSHA also has proposed that all work related hospitalizations are reported within eight hours and amputations reported within 24 hours.

Regional Emphasis Programs are:

  • Construction hazards (falls, struck-by, caught in or between and electrocution)
  • Cranes in construction
  • Demolition hazards
  • Fabricated Metal Products (amputations, unguarded machinery, power tools)
  • Grain Handling Industries (flour milling, rice milling, animal food manufacturing, cotton seed oil milling, farm products – warehousing and storage, grain & field bean wholesale merchant, farm products and raw materials)
  • High Noise Industries (cut stone & stone products, sawmills, planning mills, concrete, Gypsum & plaster products)
  • Oil and Gas Industry (drilling, exploration, field services)  156 Region VI workers died in 2011
  • Weather Extremes – both heat and cold
  • MDI Bedliners – respirator hazards (reactive and toxic compounds)
  • Work Zone (Highway, bridge construction, surveying, roadside utility, & lawn care); 50% of fatalities in work zones are result of being struck by vehicles.

National Emphasis Programs are:

  • Trenching & Excavations
  • Silica
  • Lead exposure

 

Incentives for Job Safety

A conversation about dollar incentive or rewards linked to safety on the job. Achieving SHARP/VPP is incentive and is something in which to take pride. Companies provide various motivations to learn to work safely on the job: i.e. attend all monthly safety meetings in a span of time and pick a small prize; play “Be safe Bingo”; peer pressure prevention; part of the strategic plan and goals of the company. All are tied to hours worked because of recorded and reported incidences to OSHA. Make the motivation behavioral not monetary and do not “dis-incentive” safety. Encourage employees to practice safety after hours away from the job.

 

Incident Sharing

OSHA reported there have been three fatalities in Arkansas since October 2012.

Oil and Gas industry has a number of traffic fatalities when workers are on their own time

send out “save the date” in January to SHARP/VPP members for the September Conference in Little Rock. Carry over for February meeting.
