SHARP/VPP Meeting:

The meeting was called to order by Quinton Simison.

The group discussed the date and location for the 2011 7th SHARP/VPP Conference. It was suggested that we look at going back to the Holiday Inn Airport. The date given was September 15, 2011. (Call and confirm the date with the Holiday Inn)

Registration Fee: Doing pre-registration if you register 15 employees and only 12 attend you will be charged for the 15 you pre-registered. (The extra (missing persons) are resulting in an excessive cost with the catering provider. We are charged by the amount of people we tell them that will be attending the conference. if we have less than what we guaranteed, the price is still the same).

Motivational Speaker: if you have a speaker that you would like to speak to the group at no cost to the Association. Submit names too Clark or Quinton.

Clark suggested that we form a Committee for a speaker and location. (If a different location is desired than the Holiday Inn)

October 2010 Minutes

SHARP/VPP Association Meeting Minutes – October 15, 2010

 

1.  Clarkgave an overview to the association regarding changes to the 1908 regulations which govern consultation activities.  Some changes noted included:

** Size limitation for SHARP sites where those that are larger employers

** Critical inspections can be made even on SHARP sites (i.e. national emphasis programs or targeted locations, etc.) These critical inspections could be any area deemed necessary by the Assistant Secretary of Labor.

** Referrals

This would allow OSHA to receive referrals by individuals like city engineers or safety professionals.  Then, the federal office could proceed to a compliance visit.

** Length of SHARP certificates

The SHARP sites will only have a one year duration time frame.  Currently, SHARP sites receive a  two -three year duration to participate on

SHARP.

2.  TheArkansasDepartment of Labor (ADOL) will sponsor a seminar on November 10th for grain industry facilities. The session will be presented by ADOL, and OSHA Area Offices fromArkansasandOklahoma. This training will take place inSpringdale,ARat theJonesCenter.  Training provided will cover 1910.272 requirements, combustible dust, lockout/tagout hazards, as well as, other OSHA issues important to that industry.

3.  The association discussed issues connected with the annual conference (i.e. concerns about meals, breaks, sessions, meeting rooms and the overall  conference).  The group discussed the pros and cons of the entire conference.

4.  Evaluations from the SHARP/VPP conference were discussed. There were 159 participants and 92 evaluations were turned in for review.  Good comments were received in these evaluations, and many conference participants elaborated on the questions they answered. The group discussed the cost to attend the conference, as well as, concerns regarding the breaks, locations of activities, etc. The group reviewed what changes they would like to see in preparing for the next conference.

5.  Everyone was invited to attend the Regional Conference Planning Meeting on December 2, 2010 at theLittle RockWastewaterDistributionCenter. The SHARP Association will meet that same day and at the same location at 9:30 a.m.

The Arkansas SHARP/VPP Association met at 10:00 a.m. on Friday July 16, 2010 at the Arkansas Department of Labor building inLittle Rock.

 

Quinton Simison opened the meeting. There was a round table introduction of everyone in attendance.

 

Carlos Reynolds addressed fatality issues and the majority of them are falls & electrocutions.

 

Quinton extended an invitation & encouraged everyone to attend the SHARP/VPP Conference & to also bring friends.  He also spoke about an association award that is given out at the conference for recognizing outstanding performance.

 

Pat Burge with Arkansas Workers Compensation gave a presentation on “Who’s Having Accidents?”

Conference Planning

  • Quinton Simison will bring a projector, laptop, portable screen & speakers.

 

  • ADOL has (3) projectors/Kim Fischer will bring her personal laptop.

 

  • Divider between Lindberg “A & B” will be open as one room. The divider will be      taken out.

 

  • Signs are needed to direct to location of conference rooms.

 

  • Reservations need to be made ASAP for people spending the night. Ask for the blocked      rooms under the Department of Labor.

 

  • The welcome will be given by the SHARP Representative & VPP      Representative.

 

  • Speakers will be given handouts.

 

  • The Meet & Greet will be from 6 p.m.-7 p.m. on September 15, 2010.

 

  • Ben Thompson may be a possible donator for a flat screen T.V. as a door prize.

 

  • Georgia Pacific will be giving door prizes.

Clark Thomas opened the meeting with a brief discussion regarding “The Trends on Death, Electrocutions and Falls” which were published in the Safety News.

 

There was a round table introduction of everyone in attendance.

 

Quinton did a presentation/video on “Fire Prevention Measures”. There was information passed around on “Aerosol cans & how to properly dispose them”.  He also conducted a poll to see what kinds of fire prevention measures each company uses.

The next meeting will be held on July 16th 10:00 a.m. at the ADOL building.

Clark Thomasopened the meeting. There was an introduction of everyone in attendance.ClarkThomasreminded everyone that if they were parked in a red line area, they would need to move as these spots are for the Director and his entourage…

Clark and Nita showed a 50-yr plaque that was to be presented to Entergy of Stamps, AR.  This represents 50 years of no accidents.

 

 

The topic of the month was Ergonomics. EdPhillipsfrom theGeorgia-PacificCrossettStudmillhad a PowerPoint presentation to share with everyone on the different types of ergonomic issues his mill faces and the changes they had made to address these issues.

 

Mr.Clarkled a discussion on communication and employee involvement.  He was very interested in the feedback as to how to increase both communication and involvement.  He then askedTrevorto discuss with the group recent problems his site had been experiencing.  The “advice” to him was to be pro-active vs. after the fact.  We then discussed Light Duty Work as there are many different interpretations…

 

Juanita Matlock went over details about the SHARP/VPP Conference in September that will be held at the Holiday Inn/Airport inLittle Rock. She went over the layout of the rooms that we will be using including the Hospitality Suite that will be used for the Meet & Greet. The hotel will also provide shuttle for guests to from the airport & the downtown area.

 

Clark Thomas asked if there was anyone who wanted to sponsor breaks for the conference.

Lea Ann Shivers has agreed to be the VPP Representative for conference mail out letters and Denise Whittaker will be the SHARP Representative for the mail out letters.

 

Lesterhad a topic that he wanted to discuss with the group.  He had attended the Region VI Conference and was an advocate for the Write Right Now program.  VPP needs government support and this has been up in the air recently.  Quinton made a motion andBenseconded it to grant approval toLesterto send a letter representing VPP/SHARP inArkansas.  The group approved this wholeheartedly

 

Quinton Simisonintroduced & welcomed Mary Walter, the new acting VPP Coordinator.

 

Kelly Olivier will discuss Fire Protection & Detection in the next upcoming meeting. He will also be preparing Cajun food for the meeting.

Quinton reminded the group to begin sending topics for conference. The topics can be discussed at the April Meeting.

 

Guest Speaker Carlos Reynolds, OSHA area Director

Carlos Reynolds gave an overview of the 5 fatalities that have occurred; 3 in Construction, 1 in logging and 1 in General Industry. This is one less than the same period last year. He also gave a summary report on the recent Area directors meeting for Region VI the NEP involving Record keeping;

1. GAO concerned with underreporting of OSHA Recordables

2. Incentive programs resulting in underreporting

3. OSHA logs containing Accurate and Detailed information

4. Conduct employee interviews to determine recording keeping accuracy

5. Partnership and Alliances – Stronger Worker involvement

6. Consultation activities will stop in a Complaint is received by OSHA until the                complaint is resolved

If you have questions concerning record keeping contact ARDOL Consultation or the regional OSHA office.

 

The focus for the Arkansas OSHA office in 2010 is in the Oil field and Construction industries.
